There are many amazing stock images that work well as an eye-catching preview (also depends on the effects you create for it, as well as the entire layout for the preview. I just keep a simple preview without fancy texts)
You want people to be able to look at the preview and feel the emotion of the effect. That's why I use the whole image in a preview.
Sometimes it turns into weeks or months until I come across an image that I want to use as a photoshop action preview, but what I personally look for is:
It must not be too grainy or terribly out of focus.
It must not be a small image to download. At least over 800 x 800 pixel dimension. (I always crop them down to 600 pixels, but I need them to be large enough so I can crop out any unwanted areas on the sides or corners.)
Example 1
this lovely cat image is large enough to crop so that you may only use the face of it in a preview, if you prefer it to be that way. Either way works just fine: full image or the face.

This image is high enough quality, that I was able to crop out what I didn't want.

Look below at the featured images which I think show good composition of how things are placed in it.
